PROJECT MANAGEMENT OF REFURBISHMENT / A&A WORK

Course Background
Building Refurbishment and Alteration & Addition (A&A) Work is on the rise in Singapore; this trend is expected to continue with ageing of buildings and increasing user demands for quality buildings and facilities.

The distinct differences in Refurbishment and A&A Work and New-Build projects is however insufficiently recognised and managed as such. Refurbishment and A&A Work projects are subjected to a number of physical and regulatory constraints.

Many of the technical and managerial problems are unique: Little as-built information to guide demolition and integration of ‘new’ to ‘existing work. Indoor air quality and safety of occupants requires safeguarding in occupied buildings. There are higher risks in costing and managing refurbishments; procurement should provide equitable allocation of the risks of the ‘unknowns’.

There is presently imperfect knowledge on Refurbishment and A&A project management; time and cost overruns, and contractual disputes are hence common in refurbishment projects.
